Fairstead appoints Keith Kinard as senior director of public housing

NEW YORK, NY — Fairstead has appointed Keith Kinard as senior director of public housing.

In his new role, Kinard will oversee Fairstead’s public housing practice, with a focus on structuring innovative partnerships between public housing authorities and private-sector stakeholders through rental assistance demonstration conversions and other project-based voucher and housing assistance payment opportunities.

Kinard brings nearly 30 years of public housing leadership experience and a scaled track record across the Northeast and Mid-Atlantic. He has overseen more than 13,000 public housing units and 12,000 Housing Choice Vouchers, and has led more than $750 million in affordable, mixed-income, and mixed-use development. His experience includes transactions utilizing project-based vouchers, tenant protection vouchers, RAD subsidies, HOPE VI, and Choice Neighborhood funding.

Under his leadership, an additional $200 million has been invested in renewable energy initiatives integrated into affordable housing.

Prior to joining Fairstead, Kinard led public housing initiatives across the NE and Mid-Atlantic for Winn Development. He previously served as executive director/CEO for the Housing Authorities of Morristown, Summit and Newark, NJ, as well as Pittsburgh, PA, where he oversaw the management, maintenance and financial operations of public housing portfolios and voucher programs.

He holds a B.A. in political science from the University of Maine and a J.D. from the University of Pittsburgh School of Law.
