Gilbane Development to lead $1 Billion Calvert Square & Young Terrace project

Norfolk, VA — Gilbane Development has been selected as the lead development partner for the transformative redevelopment of Calvert Square and Young Terrace in Norfolk, Virginia. Gilbane Development’s selection follows a competitive process led by the Norfolk Redevelopment and Housing Authority (NRHA) in collaboration with the City of Norfolk and local housing officials.
Gilbane Development’s winning bid marks a pivotal step forward in the city’s broader initiative to revitalize and enhance urban living across the region. As part of the St. Paul’s Transformation Project, the redevelopment will prioritize connectivity, walkability, and access to amenities, creating a vibrant and inclusive neighborhood.
The redevelopment will encompass more than 1,000 housing units across 55 acres and is expected to represent a $1 billion investment in the heart of Norfolk. The project aims to replace decades old public housing with a vibrant, mixed-income, mixed-use community that reflects the aspirations of current residents while fostering long-term resilience and opportunity.

The redevelopment will prioritize the creation of affordable housing, the integration of green spaces, and enhancements to shared community facilities—all aimed at fostering a more inclusive and connected neighborhood environment. Gilbane Development’s deep experience in urban renewal, combined with a steadfast commitment to sustainable practices, will ensure that this project aligns with Norfolk’s long‑term vision for growth and revitalization.
To ensure the community’s voice continues to be central to the planning process, a four-day public design charrette will be held July 14–17 at the Murray Center. Residents, stakeholders, and the broader public are invited to participate and help shape the future of their neighborhood.
